Conducting "Gram Swaraj Abhiyaan" in NNP project area.


                      Ministry of Panchayat Raj Govt of India proposed to conduct Gram SwarajAbhijan (Village Self Governance Campaign) from 14th of April to 5th of May 2018. This Campaign was designed in such a manner that each department has to contribute in convergence to launch the Campaign at Village level.

THE OBJECTIVE OF THE CAMPAIGN 
  •  To promote  social harmony,
  •  Reach out to poor rural households,
  • Obtain feedback  on on-going programmes  enrol in new initiatives,
  • focus on doubling farmers income,  enhance livelihood,  opportunities  and
  •  Re-emphasize national priorities such as cleanliness and strengthen Panchayat Raj.

                    The details of the activities with proposed dates for commemoration with specific objective were shared by Ministry of Panchayat Raj Govt of India. The activity calendar highlights the role of each department to ensure participation.


                  Public Health Engineering Department from initial days has been implementing Prime Minister’s flagship programme “Swachha Bharat Mission” and the 5th objective stated by ministry has always been implemented by the department in true sense. Keeping in view its objectives the office prepared a detail plan of action under guidance of Kamrup District Water and Sanitation Committee and launched a massive Cleanliness Drive in 23 villages of Dimoria and Chandrapur block of Kamrup Metro.

               As per schedule 18th of April 2018  to be celebrated as Swachch Bharat Pary and the event was organised by PHED Div No.1 in Kamrup metro district. Kamrup Metro being an ODF PLUS District some activities such as “cleanliness drive” at village level along with the community. Community Mobilizers and Swachh Grahee in each village were placed as field facilitator PRI Members, Angadwadi and health workers participated along with community in cleaning drive.  
              A “rally” was organised in each block with placards on display on Hygiene, Sanitation & SLWM. Handwashing programme was also conducted in school A central programme organised by the department at Topatoli Gaon Panchayat of Dimoria block in which official from Govt of India attended it, which was participated by PRI members, Swachha Grahee, active CBO personnel from the village or block, Block coordinators, department officials and their representatives too took part in it. 


STRATEGIES USED IN SENSITIZATION CAMPAIGN:

Ø     Block level Rally for sensitization with placards on display with WASH message
Ø    Massive Village Cleanliness Drive with the help of Field Facilitator and participation of community.
Ø    Sensitization meeting at Village and Block Level.
Ø   Involvement of PRI members, Angadwadi workers, Health workers, CBO’s and community to strengthen         the work in hand and make an impact.

Conducting "GRAM SWARAJ ABHIYAN" in Kamrup(M) District

                      The inspection of “Gram Swaraj Abhiyan” was conducted by a team of officials in both blocks namely Dimoria and Chandrapur of Kamrup Metro district. In Dimoria block, Asst. Executive Engineer (PHE), Bamunimaidam Guwahati   Shri. Prakash Haloi, visited along with Specialist NNP World Bank aided project Dr. N.Paul,  Technical Officer  SBM-G Ms. Mousumi Bania attended centrally organised  programme at Topatoli Gana Mancha at Topatoli Bazar Dimoria block  of Kamrup Metro district.  The chief guest of the programme was Shri. Sanjiv Verma Ministry of Commerce, Govt. Of India. Besides, Government officials, Ministry representatives, Shri. Narayan Sarkar Chairman of Village Committee and Community Based Organisation (CBO’s) named Dhristi Social Welfare and Dimoria Sanitary Mart were present. 

                         The GOI official interacted with representatives from nearby villages on various schemes customized as per need of the mass which gives more prioritizes BPL families  like 100 percent  electrification,  Gas connection for all, Distribution of LED bulbs, Opening Bank accounts for all, Child Immunization and  Life insurance and Security for all. The programme followed as per agenda and Path Yatra (Rally) participated by community people in spite of bad weather and heavy shower.

                  Hand-washing demonstration as an activity was taken up at Kahikuchi Prathamik Vidyalay at Topatoli Gaon Panchayat by community mobilizers. Placards were exhibited for dessimination of messages and around 500 leaflets were distributed in both blocks as a part of IEC strategy. In Dimoria and Chandrapur block of Kamrup Metro district Mass Cleanliness drive was taken up in selected villages with participation from Community Mobilizers of NNP World Bank aided project and active Swachha Grahi of the area. There are 23 participating villages from both blocks listed above in the table with GP names and villages from each blocks.


                   Similar block level programme was organised by Public Health Engineering Department Division No.1 at Panchim Mayong  LP & ME School Kajali Chowki of Panchim Mayong Gaon Panchayat at Chandrapur block of Kamrup Metro district which was attended by Nodal Officer Sanitation Shri. Bikas J. Nath along with Ast.Er. Guwahati Sub Division (PHE) Shri. Nantu Das and Project Engineer World Bank aided project NNP Shri. Partha Pratim Sarma. In Chandrapur CBO’s too attended the programme with representation from Community .
