ORIENTATION PROGRAMME OF SWACHHATA DOOTS



A one day  orientation program was conducted among Swacchata Doots at Conference Hall, Block Office, Sonapur Kamrup (M), on 15th Of June 2016. The programme was conducted Swachha Bharat Mission Kamrup Metro in collaboration with Public Health Engineering Department Kamrup and District Project Management Unit ,Neer Nirmal Pariyojna,Kamrup(M) under World Bank Project.

The welcome Address was given by Shri. Bikash Barman, Member of the Block Resource Group, Dimoria Block.

The meeting was attended by PHED officials, Supervising Officers, Block Resource Group members Asst. Engineer, Junior Assistant Engineers and World Bank Project officials. The beginning of the meeting, background of Swachhata Doot meeting was shared by Shri. Madan Kalita, BRC, Dimoria Block and highlighted on the need of Swachhata Doot, their role responsibilities, their importance in the field and gave a detailed impression of the kind of work to be conducted. Block Resource Coordinator mentioned about type of hurdles Swachhata Doot will face in coming times and shared at length few pointers to overcome from his personal experience. He emphasized more on quality of work to be conducted with practical approach with the help of NGO assigned for the construction of toilet and the Swachhata Doot being a linkage with the department of PHED and community.

In the meeting Shri. Bikash Barman representative of the NGO discussed at length on organisation’s role in construction of the toilet and the measures that will be undertaken in installation of toilets in the block. PHED officials spoke on how to meet with issues faced in the site and the department’s role in meeting with community’s needs.

Sri Ramesh Das, Member of Block Resource Group, Dimoria Block took part in the discussion who gave few motivational advises and some valuable suggestion to the youths of the community to boost their zeal and spirit.

Work Bank Project (SPMU) representative Dr. Jhumpa Dey shared some insights on Swachhata Doots’ roles, background of the programme and the contribution they can provide to the programme through mass awareness and IEC while being a perfect link with the govt. department and community.

District Project Management Unit (DPMU), World Bank, representative too shared few words with the Swachhata Doots on their need and importance and how they can be beneficial to the programme.


The meeting was later presided over by Shri. D.A Sarkar, Block Development Officer of Dimoria and briefed on the discussion and his insight about the programme and the need of such orientation programme for Swachhata Doots.

Information Board (Sanitation) developed by DPMU, Kamrup (M) District

Information Board developed for Behavioral Change Communication

         District Project Management Unit (DPMU), Kamrup Metro district developed IEC materials for areas under World Bank aided project Neer Nirmal Pariyojana. These IEC MATERIALS are IN form OF INFORMATION BOARDS WHICH mainly targets the communities of all 16 numbers of Gaon Panchayat. The main objective of such Information Boards at GP office and Block Office is to enlighten people on proper usage of toilet, its impact on health and also ensure its usability, make behavioural changes and demand among all; irrespective of age and community.


         Total 18 nos. of such Information Boards were developed and installed in the month of February/ March  2017. One each for all 16 GP offices and one each for two 2 Block Offices namely Chandrapur and Dimoria Block of Kamrup Metro district.

          The message Boards with the information is displayed in local language (ASSAMESE) and the installation was supervised by DPMU Kamrup district specialists in the field.

Awareness Campaign on Japanese Encephalitis/Acute Encephalitis Syndrome

 BACKDROP:

The most basic need in life is water which saves life and kills life as well. In the context of negative impact of water, Japanese Encephalitis (JE) / Acute Encephalitis Syndrome (AES) which breeds in water logged conditions is a virus that takes birth in the wet paddy and other agricultural field. This virus is transmitted through the bite of infected mosquitoes the main reservoirs of JE virus are pigs & water birds (Ardeidae) and its natural cycle, virus is maintained through certain mosquito species in these animals. Man is an accidental host and does play a role in JE transmission.
Japanese Encephalitis (JE) / Acute Encephalitis Syndrome (AES) have been a major problem in India.  Assam is more vulnerable for JEV infection as compared to other states in India.

 In 2014, large numbers of Japanese encephalitis cases were observed in Assam as compared to other states in India. Maximum numbers of Japanese encephalitis cases were reported from Assam. It shares approximately 46.95% of total Japanese encephalitis (JE) positive cases reported all over the country in 2014
Keeping in view the above facts, PHED has been religiously conducting yearly during monsoon season awareness campaign on JE/ AES

In general, it is quite tangible and evident that consciousness of the people in the aspect of impact of JE/AES is not apparent. People are not truly sanitized about the most meaningful sources (water) of mosquito breeding centers. Environmental sanitation in which polluted water is the cross cutting issue for all hazards. Intensity of hazard leads to high risk and higher degree of vulnerability which, in term, resulting in to a great disaster in the family as well as community as a whole.

Keeping this serious concern in view, the Public Health Engineering Department, Govt. of Assam had decided and directed to launch a weeklong awareness generation programme on the subject of Awareness Drive on Japanese Encephalitis (JE) / Acute Encephalitis Syndrome (AES) scheduled between 25th-30th of July’2016.

In accordance with the directive received, by The Office of Executive Engineer Public Health Engineering Div.1, Bamunimaidam. Guwahati sub division, along with site engineers and World Bank Specialists conducted awareness drive among community in Chandrapur and Dimoria block with due cooperation and participation from Gram Panchayat President and Ward members in achieving its objective.

·       Creating attitudinal sift perceived the importance of water, sanitation and its linkage with Japanese Encephalitis (JE).water, sanitation and its linkage with Japanese Encephalitis.

·        Driving behavioral changes in sanitation habits and usage patterns of water for arresting Japanese Encephalitis.

CONCLUSION:

·         The Awareness Week was quite comprehensive and positive in a sense that the impact of JE/AES was not seriously known to the affected people. Within the shortest possible time and interruption of monsoon disrupted the movement to a certain extent in some of the remote villages of Kamrup District.  

·          Moreover sincere attempt was made within a given time and was quite encouraging. Being the nodal Department, Public Health Engineering Department, Govt. of Assam has implemented safe drinking water sources with a purpose to create a healthy environment by distributing in the community, chemical packets consisting of admixture of bleaching powder, Alum and Lime in proportion of 1:8:16 and disinfect and purify the drinking water. Information was disseminated to avoid water logging in view of proper drainage system, so that there would be no water logged condition in view of prevention and control of mosquito breeding centre in the village. This Awareness Week was quite useful and needs to be a continuous process.

Convergence Workshop on Sanitation & SLWM

Introduction:



                 A one day non residential District Level convergence workshop was conducted among Community Resource Coordinator, Community Mobilizers and Swacchata Doots at Conference Hall, Public Health Engineering Bamunimaidam, Guwahati, on 15th of June 2016.  

               The programme was conducted by District Project Management Unit Kamrup Metro in collaboration with Public Health Engineering Department Kamrup and Neer Nirmal Pariyojna, World Bank Project.

 Objective:


There were several objectives of the workshop conducted:

  • To give trainee and overall understanding of the importance of Hygienic Sanitation, Open Defecation Free Environment and Solid Liquid Waste Management to get them acquainted to the concept in depth of so that they are able to implement in their community without any hindrances.
  • The workshop was relevant to expedite community mobilization and awareness generation for sanitation and SLWM so that objectives can be achieved on a saturation basis at district level and develop a work plan based on matrix which was provided during state convergence workshop.
  •   To highlight the need of Open defecation free (ODF) environment, Hygenic Sanitation by sensitization, promotion, and advocacy from dimensions of eco-friendly and clean environment.
  •   Participatory learning of the trainee for awareness, development of work plan for their Gram Panchayat and implementation of by each member in the field.
  • The community Resource Coordinator, Community Mobilizer and Swacchata Doots will understand each of the activities under the matrix for better implementation to take this mission to greater heights and achieve success.
  • Find jointly through discussions and sharing; solutions and overcome any  obstacles  and hence feel  empowered to take responsibility as active members for better implementation   of Sanitation and SLWM and making it Open Defecation free zone.




                  The programme was inaugurated by District Project Manager cum Executive Engineer (PHE) of Kamrup district Shri. N. Uzir in presence of District Project Management Unit, Asst. Executive Engineer, District Sanitation Coordinator, Technical Consultant Sanitation, Site Engineers, Specialists from NNP project and participants.  

                 The workshop was conducted among Community Resource Coordinators, Community Mobilizers and Swacchata Doots. The session was taken by PHED Officials. The training programme started with introduction session District Sanitation Coordinator and gave a session on Sanitation, ODF Mechanism, ODF Verification methods and also went into detail on ODF Strategy with special emphasis on Matrix and the role each member has to play. Since matrix is the crucial part of the plan. Under each heading the time slot to be taken the man power which needs to be in the field for the purpose was also discussed. The activities such as survey work, identifying households without toilet, supervising construction work, training etc were discussed in great length. Each resource person took sessions to give details with the help of Virtual Aid and gave presentation to highlight the need; of ODF environment.  A brief concept was addressed on Solid Liquid Waste Management among participants issues pertaining in the field were discussed at length by the resource person. This session was enlightening for many of the participants and they had many queries in its context.  The sessions were interactive and participatory with ample opportunities for the trainee to come out with their own views and thoughts. Each participant shared expectations from their training and gave their own understanding of ODF, Sanitation and Solid Liquid Waste Management to make the sessions more relevant to their need. The training programme was designed in such a way with key highlights on WASH along with waste management and at the same time need based as responded by attendees.

                   Trainees showed enthusiasm and participated in the programme. Lunch and refreshment was arranged during breaks.  The two day training concluded with oath taking to practice and promote hygiene and stop open defecation completely in the community in public places with special emphasis to educating and practicing of hygiene education.

On the event ‘Rodali’

"Rodali" -An Art Competition conducted in World Bank project area     (Dimoria & Chandrapur) block of Kamrup Metropolitan district. 

INTRODUCTION: 

               Neer Nirmal Pariyojana a World Bank aided project presented an event by name ”Rodali” under which an Art Competition was conducted among School Children of Dimoria and Chandrapur Block, of Kamrup Metro District on 25th of January 2017. 

                        Rodali as the name signifies ‘sunshine’ in Assamese language is here to bring rays of sunshine and change into the lives of people residing in Dimoria and Chandrapur block under Neer Nirmal Pariyojana, World Bank aided  project Kamrup Metropolitan district. The event is so designed to uplift the lives and bring change. Rodali envisages to come every year with different events under its banner. On 25th of January  an Art Competition  was organized for school  children with the sole objective of giving a platform  to their aesthetic skill and bring to forefront  their vision and give wings to their ideas by encouraging them to think for the future  and the people around.

OBJECTIVE:

               The objective of the event is to encourage the young minds to express their imagination through aesthetic inclination and creative skills and give a platform into building a better and cleaner Assam for tomorrow.
          
             The programme was held at Chandrapur High school field (Chandrapur block) and Kamarkuchi M.E School of (Dimoria block) under Neer Nirmal Pariyojana, World Bank aided project. Community mobilizers were engaged to inform all Schools (Lower Primary & ME) formally through letters in advance to head teachers and Block Development Office about the upcoming event and prepare their students accordingly. Posters with information were developed for the purpose and plastered in all schools for the event.

The Theme of the Art Competition was:

India today India tomorrow” for students from class 1 to 5
“Protecting people and Environment” for students from class 6 to 8

                   The venue was arranged outside in the school field at Kamarkuch ME school for Dimoria Block by Community Mobilizers with sitting arrangement with Plastic sheets underneath i.e. (Tripal) and tent as shade protecting small children from strong sunlight while similar arrangement was made in Chandrapur High School field and at Chandrapur Anchalik Bihu Mancha. The participants’ mostly came along with their class teachers to represent their school.  Resource persons were invited for the day in each block to evaluate the performance of the students and the result was announced to the candidate on the same day of their performance.
                  
                   However a separate programme was arranged for prize distribution on Eve of Republic Day i.e. 26th January 2017 wherein; all prize winners from Dimora block were felicitated by Circle Officer of Dimoria block with certificates in recognition along with various prizes were distributed to all winners in each category between Class (1 to 5) and (6 To 8) Prize Items were purchased for the winners and participants and distributed as order mentioned below.

1st Prize: Oil pastels of best quality of higher range, 2 Note books, hardboard for writing, pencil sets with Eraser and sharpener, Pencil box and water bottle.

2nd Prize Oil pastels of best quality, 2 Note books, hardboard for writing, pencil sets with Eraser and sharpener Pencil box

3rd Prize: Oil pastels of best quality, 2 Note books, pencil sets with Eraser and sharpener and Pencil stand.

Besides Pencils, Eraser, Sharpener, toffee was distributed to all participants on the day of competition.

Capacity Building in Kamrup(M) District for NNP Project

Introduction

            The key stakeholders, institutions and functionaries in the RWSS sector of Project States currently have limited capacities for the delivery of improved RWSS services. The implementation of Programs and Schemes have since long been viewed in a centralized manner with a supply driven, top to bottom approach with limited involvement of PRIs and Community.  There is need felt for re-orientation of the staff of technical departments at the District level (PHED) for changing the mindsets and exposing them to the changes in their fundamental roles from implementers to facilitators. Thus, after examining the sector, a need has been felt for strengthening the existing capacity of sector institutions and RWSS functionaries.

      The Project recognizes that capacity building intervention that holds the key to the success of the RWSS LIS Project. The efforts have been made by the states essentially to utilize the available manpower and hired to accelerate the process.

      The reform agenda of the RWSS-LIS seeks to further the objective of bringing about reforms in sector functioning across the project districts and state level. The proposed capacity building agenda of state will promote two major shifts - one, in the government’s role from one of a provider to that of a facilitator, and secondly, deepening of decentralization up to the Gram Panchayat / village (GP/GPWSC/MVWSC) level.

     The capacity building interventions under the RWSSP-LIS will focus on skill (technical) strengthening of the implementation and operations & management agencies at all levels and also promote awareness and knowledge building among the common people and their associations/organizations to enhance their meaningful engagement with decision making processes, oversight, monitoring and strengthening of the accountability mechanisms created under the project.

      The capacity building interventions will have emphasis on including all sections of users, particularly vulnerable and disadvantaged sections, including women, actively in the process of planning and implementation of schemes under the Project. To pursue the devolution of service delivery mechanisms to PRIs and communities, it is essential that all stakeholders and sector organizations have the necessary capacity to undertake the reassigned roles and responsibilities envisaged as part of the Project.

       A shift in mindset is required from a supply–driven, top-down approach to a demand-driven community participatory approach. The capacity building strategy has taken into account the large quantum of task, effective and efficient utilization of existing resources, both human and financial to contribute significantly in achievement of the Project objectives.
     
The project recognizes that the capacity building holds the key to the success of the decentralized approach and delivery of services efficiently and effectively. Accordingly, learning and IEC programs have been identified for stakeholders at various levels. 

Community Mobilization 

        Capacity building at the grassroots level will include community organizations, Community Mobilizer, GPs, GPWSCs and the MVWSCs involved in implementation, monitoring, oversight of the project interventions/activities. The DPMU is responsible for carrying out training/capacity building activities under following broad themes and will have the option of seeking assistance from local Organizations  & SHG for effective and efficient implementation of the project.
   
        The slide back in position, after some initial gains, in these initiatives points to an urgent need for a better understanding of the roles and responsibilities of the various stakeholders, especially in rural areas, for a sustained community involvement in the operations and maintenance.
    
          There is a need for a better understanding of the segmentation of stakeholder groups, identifying key messages for each group, and an effective communication strategy to orient them to participating more fully in the reform initiative. More specifically, the communication effort needs to educate the stakeholders to their rights and responsibilities, as envisaged in our Constitution  and motivate the user communities to come forward and demand new and improved services, while taking full responsibility for the cost-sharing of O&M, even if construction is with government funds or subsidies.

    The ground realities in villages, and issues related to various aspects of communications were examined to suggest a communication strategy plan for achieving the above mentioned goals of providing of safe drinking water and discontinuation of open defecation, with better sanitation practices.

    The DPMU Kamrup initiates the process of assistance to GPs and GPWSCs through community mobilizers in implementing the water supply and sanitation schemes in the project villages. As per guideline of NNP community mobilizers are  implementing communication strategy and action plan at grassroots levels, they are also helping in preparation of IEC materials for different components based on best practice examples and readily available IEC materials.

    Community Mobilizers are the hands in community mobilization process, a systematic process of identification and orientation given to the community mobilizers before their services are utilized. They are working mainly for awareness generation of project stakeholders namely GPWSC, Community and others on principles and design of the project. Community Mobilizers are engaged in arrangement of awareness camp, preparation of community action plan and community contribution collection. The community contribution (CAPEX) is the one of the important parameter of the NNP and only one percent of the total project cost which ensures the community participation and sustainability of the project.
