Sensitization Campaign conducted in Dimoria and Chandrapur Block

THE OBJECTIVE OF THE SENSITISATION AND SIGNATURE CAMPAIGN 


  • To spread awareness on World Bank Project (Neer Nirmal  Pariyojana)  for sustainable Sanitation and hygiene for all.  
  • To help the members in the community to stop open defecation and construct individual household toilets and take pledge through Signature Campaign so as not to defecate in the open. 
  •  To encourage the community members to use sanitary toilet and provide information on health hazards of using unsafe toilet or defecating in the open. 


STRATEGIES USED IN SENSITISATION CAMPAIGN: 

IEC MATERIAL: 

Leaflets were distributed in all market places of each Gram Panchayat under World Bank Project area. Leaflets with message on proper use of toilet and information regarding toilet construction by Swaccha Bharat Mission for individual households. Besides, Leaflets with
information on subsidized water connection under Neer Nirmal Pariyojana for each house of Dimoria and Chandrapur block of Kamrup Metro was distributed.  Since sustainable sanitation cannot be possible without providing water in the toilet. Hence water is an integral part and Neer Nirmal Parijoyjana stresses on the need for development for all in every aspect for overall growth.

STREET PLAY (ROAD SHOW): 

Street Play was performed in weekly markets, and cross roads; where people gathered for leisure time. In every Gram Panchayat of both blocks of World Bank project area, street play was performed. The content of the play highlighted the scenario in the rural areas where people suffered health related issues due to drinking of polluted water and poor sanitation.  A total of 16 plays was presented in Assamese language and people watched with much enthusiasm.

SIGNATURE CAMPAIGN: 

To encourage the community members to use sanitary toilet, stop using kutcha toilet and even open defecation which is prevalent in some parts.  Banners and pledges were prepared for the purpose wherein; people actively participated in Signature Campaign by signing the pledge on their own will.

OUTCOME: 

The campaign was conducted in all 16 GP’s of World Bank area and street play was performed between 27th -31st of August 2016wherein; it gave a platform for the needs and problems of the community and making them aware of health hazards and urgent need for  use of  sanitary toilet and drinking pure water, free from contamination.

Base Line Survey under Neer Nirmal Pariyojana

Introduction

To implement the  NNP project in Kamrup (M) district , it needs a base line study to  calculate the overall estimate & work plan of the project. Since the NNP project not only covers the individual household water connection system in the project area but also covers the total sanitation coverage, total cleanliness pattern of the village and a proper management system of SLWM activity in the project area to make the villages as clean villages.

For this purpose to implement this project initially district management have to collect the data on these activities such as usage by the house hold in the project area to know the current status.  Therefore a proper data collection mechanism format was designed in such a way that in future every aspect of data related to this project covers by this survey and it builds the MIS system simultaneously in a proper way.

The Base line survey mechanism used under the NNP Project was a updated survey process with new tools and technology.  The survey was conducted through a web based software with GPS data collection mechanism of the survey area by the use of tablet  or Android Mobile Phone.  In this survey process it covers all aspects of survey related with the project from House Hold level  to GP level.  The baseline survey covers the status of house hold, population, socio-economic status, sanitation status, methods adopted for disposal of solid and liquid waste and hygiene practice, status of drinking water source and quality, existing water supply scheme under the NNP project area, with proper GPS of a particular household and Photograph of any individual member of the family from where the data  collected with updated date and time.

The baseline survey is proposed to be undertaken to commence the Neer Nirmal Pariyojana operations in the project areas. The objective of the Baseline survey  is to calculate the
1.     No of House Hold in the Project area
2.     No of Village and Habitations in the project area
3.     No of Institutions in the Project area
4.     Status of Drinking water in the Project area
5.     Status of Toilet and its uses in the Project area
6.     Status of SLWM activity initiated by the House Hold in the project area
 The Baseline survey had been carried out by enumerators who has been nominated by the GP.The survey will be undertaken using web-based software through Tablet. The Baseline survey started in  the Kamru(M) district  from 15th November 2015 with 18 nos enumerators (of the total 32 enumerators). As per the Micro plan in each GP, 2 enumerator were allotted and their areas/habitations were bifurcated for smooth conduct of survey

Baseline Survey Steps:-
·        Identification of Enumerator nominated by the GP office
·        Collection of Necessary Information of Enumerators from their respective GP’s
·        Orientation training program for the enumerator
·        Handing over the tablets to the enumerators after completing all the necessary formalities
·        Refresher training programme–Conduct refresher training for the selected enumerators and handing over the necessary user login details for their selected project area.
·        Awareness Meeting with respective GP Presidents /GPWSC Members for their better understanding of the project
·        Preparation of Micro-plan –with inputs – starts and end date of Baseline survey for each enumerator.
·        Collect all necessary information after visiting  every  house hold , institutions and  put the data in the online system by the enumerator
·        Regular Monitoring of the survey process from the District through online database system.

·       Conducting refresher training for the entire survey process as and when required.

Process of Base line survey Monitoring :-
·        Regular follow up Phone Call to each enumerator
·        Sudden as well as planned visits by the district specialist in the field.
·        Creation of Whats App Group for open discussion regarding any issue.
·        Monthly  training cum review meeting in the District office
·        Creating zone wise group among enumerators and formation of Team leader for immediate help and support for any issues.

Process of Baseline Survey Verification :-

Selection of Block Co-ordinator :-
To check and monitoring the data entered by Enumerators during baseline survey,  two numbers of Block Co-ordinators were selected for two nos of project blocks from the existing good performing enumerator after selection through a selection process conducted by the district team.  The activity performing by the block co-ordinators are
·        To provide guidance and support to all the Enumerators under jurisdiction
·        Randomly  check the online records  with field and have to flag the mismatched data for necessary action  after field verification
·        Verification of baseline survey and check for any duplicate surveys as well
·        Accept the correct records in online database system.
·        Calculate the Left out Household records.

Selection of Flying Squad Team -
The Flying Squad team was officially formed on 25th  Octobar 2016 to complete  any left out House Hold  survey in the project GPs. By end of August 2016 almost all the enumerators had submitted their tablets, hence the Flying Squad was formed with some experts existing enumerators to complete all the left out house hold surveys found in  nook and corner of the project area.

Due to fluctuation of mobile network always enumerator get faced to synchronised the data with the survey, therefore survey process get delayed.

Enumerator of Kamrup(M) has faced the data lost at the time of data synchronisation, due to this they had conduct the resurvey process after confirmation of data lost.

Tablet Issue
During the survey process three nos of tablets get broken and eight nos of tablet has shown network and camera related problems.

Language barrier
In some portion of Nortap, Dhupguri, Borkhat, Komarkuchi and Amsing GP the engaged enumerator  were not able to communicate due to language barrier as they were unaware of certain specific dialect of that particular community.

Low density of population and remoteness and inaccessibility.
The inner area of maximum GPs such as Nortap, Komarkuchi, Borkhat, Dhupguri, Sonapur, Digaru, Amsing, Pachim Mayong, Maloibari are almost inaccessible, or the density of population is low and each houses are far from each other or have no roads for travelling to reach the Households

Trust issue
Maximum rural community do not trust the enumerators to share personal details and hence does not co-operate during the survey process.

Absence of Enumerator & engaging from other GP
In some GP's enumerators selected through GP were not interested to continue with the base line survey hence after repeated attempts to recruit new enumerators the issue still persisted and the base line survey got delayed in those particular GPs. Later new enumerators were hired from other GP who are not acquainted with the demarcation and boundary of the GP for which the baseline survey initially suffered. Later with the help of PRI members  demarcation was sorted by the office

Leaving Work in the Mid Time
Some enumerators left the Survey process in the mid of BLS because of hardwork, bad roads, inaccessibility, communication issue, Language barrier and  delay in remuneration process.
  
Some Important Outcomes of Base Line Survey
For Kamrup(M) District :-
   1.  The Largest Block with Maximum Nos of House Hold is Dimoria Block
   2. The Highest House hold GP in the Project area is Panikhaity GP under Chandrapur Block (4056 Nos of HH)
   3. The Highest House hold GP present under Dimora Block is Hahara GP (2878 Nos of HH)
   4. In the  Chandrapur Block around 52% has APL HH and 48% BPL HH of entire population of the block. 
   5. In the Dimoria Block around 40%  has APL HH and 60% has BPL HH of entire population of the block
   6. In the  Chandrapur Block around 26% HH belongs to SC,  16% HH  belong to ST, 58% HH belongs to GEN and Inthe  Dimoria Block around 25% HH belongs to SC,  33% HH  belong to ST, 42% HH belongs to GEN
   7. No of Illiterate person in the Chandrapur Block is 19% and Dimoria Block is 23%  out of total populations of the block whereas  47% of Chandrapur Block and 50% of Dimoria Block educated between 6th to 12th Level.
8.Out of total HH of the block around 40% HH of Chandrapur Block and 55% of Dimoria Block has Katchha House where as 39% of Chandrapur block and 25% of Dimaoria Block has Pakka House
9. Out of total HH  Honour of the block around 29% HH  Hoourof Chandrapur Block and 38%  HH honour of Dimoria Block are Daily Wage Labour where as 28%  HH Honour of Chandrapur block and 22%  HH Honour of Dimaoria Block are self employed.
10. Out of total HH  of the project area 42% of the HH does not satisfied with existing water source whereas 25% of the House Hold said that they are partially satisfied with existing water source and 33% of the total HH said that they are satisfied with the water source used by them

Conclusion :-


The Base line survey for Kamrup(M) has started on 15th Nov/2015 with 16 enumerators and the BLS concluded on 31st January/2017. The total nos baseline surveyed by the enumerator as on 31st January are 16 Nos of GP, 37706 Nos of  HH, 509 no of  Habitations, 1154 nos of  institutions. While the verifications of Base line survey started in Mar/2017 and 100% verifications of all the survey was completed in January/2017.

The report has attempted to analyse information collected through the baseline survey on the status of house hold, population, social economic status, sanitation, methods adopted for disposal of solid and liquid waste and hygiene practice, status of drinking water source and quality, existing scheme under the NNP project area. The findings for the study are to be used as the data for the NNP Kamrup(M) Project.

The Primary type of employment under the project area is Daily Wage Labourer (13350 no of HH  Honour), followed by  self-employed  ( 8859 Nos of HH Honour) . The nature of the house under the project area is Kutcha House (18927 nos ).  The major source of water are Private Open Well (14571 nos of HH), followed by Public Piped water Supply (5989 Nos of HH)

In the project area under Kamrup(M) district majority  of the house hold has faced water quality issue with  16754 no of household starting that they have water quality issue and 15650 Nos  of the household complaining that they are not satisfy with the present water supply source.  The availability of the toilet under the project area covers  is 23624 Nos of HH
           
Regarding Disposal of liquid waste 18005 nos of the household have said that they use the Kitchen Garden for disposal of liquid waste followed by 12348 nos of HH disposel it in by proper Drainage system. For disposal of solid waste 22039 nos of the house hold burn their house hold solid waste followed by thrown away the solid waste followed by 9982 nos of HH.
