Pre House Service Connection Survey for the House Hold of Chandrapur, Panikhaity, Pachim Mayong GP (Phase-I )

Introduction :-

 The Ministry of Drinking Water and Sanitation (MoDWS) and the World Bank have jointly developed the Neer Nirmal Pariyojana – Rural Water Supply and Sanitation Project for Low Income States (RWSS-LIS) with an objective to improve piped water supply and sanitation services for selected rural communities in the target states through decentralized service delivery systems .

The project is also implemented in Kamrup (M) districts, Assam for covering two nos of Block named as Dimoria and Chandrapur Block  . Name of the Project in Kamrup(M) district  for  Water Supply is “Composite Water Supply Scheme for sustainability &Quality in Chandrapur and Dimoria Block”. The Project for Kamrup(M) is divided in two Zones. The Zone-1 is for Chandrapur Block and Zone –II is for Dimoria Block for supply of Drinking Water in the Project area. For implementing the project two treatment plants are already constructed in the respective Zones.


On 8th March/2019, partial commissioning was done in Chandrapur Project under RWSSP-LIS with 921 nos. of House Service Connections in Tatimara Zone and simultaneously work is going on in the other zones of Chandrapur Block. Each House Service Connection consists of a stand-post, a water meter and 10 meter PP-R pipe. The location of the stand-post and water meter should be fixed in consultation of household owner for smooth operation of the services. In order to ascertain the same, phase wise survey will be conducted i.e. Pre Connection Survey and Post Connection survey. The process of Pre Connection Survey has already been initiated to collect information of the households under Chandrapur , Panikhaity and Pachim Mayong GP.

Process and Tools used for Pre House Service Connection Survey

This survey mechanism used under the NNP Project was an updated survey process with new tools and technology.  The survey was conducted through web based software along with GPS data collection of the survey area by the use of tablet or Android Mobile Phone.  The survey has covered all aspects of data related with the water supply scheme as well as position of water meter, stand post, requirement of extra pipe (excess 10 meter) and information about water tariff etc.

The activities performed by field level worker / enumerator during pre house service connection survey are as follows


  • Visit every House Hold of the particular area as per the baseline survey record
  • Check the status of the House hold for identifying House hold ID as per Base Line Survey and Marking the House hold ID by pasting of sticker in front of the house.
  •  Matching of the record of payment Status of the House Hold.
  • To check the distance of the Houses from the distribution Pipe line that is within 10 meters or not.
  • If it is more than 10 meters, then advice will be given to the consumer that they have to bear the cost of extra length pipe for giving them water supply connection within household’s own premises.
  • Advice the consumers regarding proper use of piped drinking water in order avoid high monthly water tariff.
  • Distribution of IEC material regarding Do’s and Don’ts of water supply scheme.
  • Record all relevant data to the online survey system.


            For implementing the process of pre and post house connection survey a group of enumerator has been engaged. Each enumerator will conduct the activity with a proper timeline and route map.

Publish Quarterly Newslatter under DPMU, NNP, Kamrup


               District Project Management Unit, Neer Nirmal Pariyojana , Kamrup has initiate to publish the quarterly newsletter in regional language (Assamese) for sharing different project activity with the respective Gram Panchyat official  as well as other administrative officials related with the project. The first edition of the Newsletter was published in the month of July/2018. The name of the Newsletter is "Nirmal Sangbad". which will be published in every March, June, September and Ddecember Month of the year. The newsletter consist of 8 number of pages showing different Project activity regarding Water Supply, Sanitation, Solid and Liquid waste Management in Dimoria and Chandrapur Block under Neer Nirmal Pariyojana. The newsletter also reflects the different IEC, IPC and community support activities of the project in the project areas. 

The copies of Newsletter are-

Swachh Sundar Shauchalaya Contest Campaign in NNP project area


                  A National level Competition is initiated from 1st Jan‘19 to 31st January 2019 by Ministry of Drinking Water and Sanitation under SBM (G) portal in all states of the country.

                 District Project Management Unit (DPMU), Kamrup Metro district, Neer Nirmal Pariyojana has also geared up to participate in Swachh Sundar Shauchalaya Contest Campaign under direction of District Project Manager to mobilize rural households and  beautify their toilets from 1st Jan – 31st Jan 2019.

                This initiative is taken up at field level by few of the Swaccha Grahis / Community Mobilizers’ of NNP area under supervision of DPMU Kamrup Metro, for Chandrapur and Dimoria Block to motivate people and participate in the Campaign. The competition emphasizes the need to ensure that the people should turn IHHLs as ‘Swachh Sundar Sauchalay’ by giving a colourful look to the toilet and also give top priority to cleanliness and hygiene in their vicinity, villages and Gaon Panchayats. The selected Swachh Sundar Sauchalay would be sent for State level and national level competitions.

                Awards will be decided by MoDWS after submission by each state by 10th of February 2019.

The main objective of the Campaign is to:
  • Instill a sense of pride
  • Increase ownership
  • Promote sustained usage
  • Create aesthetically pleasing environment.

  • Painting                                     
  • Designing local art                  
  • SBM messaging / logo 
  • Districts to create awareness for maximum HH toilets to be painted.
  • Best 5 photographs of painted toilet to be uploaded from each district.
  • Districts to be awarded on maximum no. of toilets painted.
  • HH awarded on innovative painting.
  • Contest publicity is encouraged including pictures shared using hastag.  #MyIzzatGhar.

PANCHAYAT LEVEL AWARENESS MEETING ON SLWM AT JORABAT



                          An awareness level meeting on Solid Liquid Waste Management was held on 4th of January at Jorabat Balaji Mandir in convergence with SBM (G). The meeting was organised with an objective to sensitize people of Bazaar Committee and nearby areas on Solid Liquid Waste Management. This meeting was held as an immediate initiative with the perspective of making people aware of the after effects of plastic waste and how to manage their waste at GP level to avoid recurrent flash floods. The Bazaar Committee members were addressed and they were given a platform to highlight their issues and give suggestion to overcome their problems so that PHE department can support them in their endeavor.  Resource persons from different organizations were invited for the programme so that they provide with expert view and suggestions and in the future to support with specialized strategy to the community and PHE.
